PAGE PAGE 23 老龄化背景下弹性退休制度研究 【摘要】我国现行的退休制度形成于20世纪50年代，它的形成对于当时我国社会的发展和稳定发挥了重要的作用。但是在经过半个多世纪的实践之后，现行的退休制度暴露出许多与现代经济和社会发展不相适应的地方，在应对当前经济高速发展、老龄化形势不断严峻、养老金支付出现缺口的状况时，表现出了一定的僵硬性与滞后性。因此，我国退休制度的改革日益成为社会经济长期发展的重要方面，引起了政府部门和学术界的重视。 但退休制度改革又不等同于延长退休年龄，从国际经验来看，增强制度的灵活性是—个重要的改革方向，也就是引入弹性退休制度。弹性退休是指在法定退休年龄的基础上，劳动者有选择退休或者继续留在劳动市场的弹性空间，对于提前或推迟退休有相应选择性的一种激励制度。 本文拟从我国法定退休年龄的实施现状出发，分析老龄化的背景下现行退休制度不符合我国国情发展的主要表现，以及论述弹性退休制度实施的可行性和必要性，最后在此基础上提出符合我国经济社会各方面可持续发展、应对人口老龄化趋势的弹性退休制度的方案设计和提出相应的政策建议。 【关键词】 老龄化；弹性退休；退休年龄 The Research about the Flexible Retirement Policy under the Background of Aging Population 11 Public Administration 【Abstract】China’s retirement system formed in the 1950s,the formation of it played a very important role in the country’s development and social stability， But the current retirement system has exposed some problem。After half a century of practice, China’s retirement system has not meet modern economic and social development.?It even showed a certain stiffness and hysteresis in response to the current rapid economic development , the aging population situation ,grim pension payments appeared gap. Therefore , the reform of the retirement system in china has increasingly become an important aspect of long-term social and economic development , cause the attention of the government and academic. But pension reform is not the same as raising the retirement age . From the international experience ,enhance the system flexibility is an important direction of reform .In other words ,it means?the introduction of elastic retirement system. Flexible retirement refers to the legal and emeritus age , on the basis of selective retirement or to remain in the labor market flexibility ,to advance or delay retirement there is a corresponding selective system.
