PAGE PAGE 22 社会工作视角下孤残儿童的机构生活需求与干预 ——以秦皇岛光明爱心孤儿院为例 摘要：随着中国经济的飞速发展，人民的生活水平不断在提高，而生活水平的提高也导致了一系列的社会问题，对于儿童来说，类似留守儿童等状况也不断增加。在农村地区，很多地方还大量存在着因种种原因致孤致残的儿童，随着经济的发展及教育的普及，对孤残儿童的状况需要得到改善，做到并实现教育平等，使孤残儿童也受到平等的教育以及生活，因此出现了许多福利院以外的民营机构，不以盈利为目的，收留孤残儿童并让他们受到教育。 本文追朔了以往对孤残儿童在机构生活的现状、以及孤残儿童的需求现状和满足现状的研究，探讨了社会工作在机构中的作用与意义，然后，以秦皇岛市一民营孤儿院--光明爱心孤儿院为例，通过案例分析，探讨了孤残儿童在机构生活的现状，和儿童身体心理的需求。通过这些研究，发掘社会工作在儿童机构的发展空间，和社会工作的必要性。 关键词：社会工作，孤残儿童，儿童需求，民营机构。 Research of Children’s Requirements and Intervention in View of Social Work Abstract: With the development of the economy, the living standard of people is getting better and better. But this is leading other social problems either, like the number of the Stay-home Children is getting bigger. In the suburb area, there are huge numbers of the children that became orphans or the disabled by many reasons. With the economy developing, the current circumstance of those children needs to be changed; we have to equalize the education resource in order to make sure the orphans and the disabled children can living a normal life and be educated like others. For that reason, many private institutions are established. They are non-profit organization, just take orphans and disabled children in and let them be educated. This research includes the reviews of the past researches and analysis of the necessity of the social work. Taking a private orphanage — Qinhuangdao GuangMing AiXin orphanage as an example, discuss the current circumstance and the requirements of the children through cases, and research the necessity of the social work. Keywords: social work; orphans and disabled children; children’ requirements; private institution 一． 研究背景 根据2006年第二次全国残疾人抽样调查结果显示，中国0-17岁的残障儿童为504.3万人，占残障人口总数的6.08%，占全国总人口的0.39%。其中视障儿童24.1万人，听障儿童20.5万人，言语残障儿童36.9万人，肢障儿童89.9万人，智障儿童174.9万人，精障儿童15.5万人，多重残障儿童143.5万人。 目前，我国社会保障不够完善，社会救助存在缺陷，农村残障儿童家庭的社会支持现状不容乐观，主要包括来自政府、机构、学校和医院的正式支持，以及来自家人、社区邻里、亲朋好友、网络和书籍、迷信的非正式支持。总的来看，正式社会支持不足，非正式社会支持凸显。农村的经济发展水平以及教育水平和城市还有一定的差距，导致农村人口大多从事行业为体
