Nowadays， the economic output value of small and medium-sized enterprises of our country is more than half of the gross domestic product， and it is the pillar of our national economy development. Small and medium enterprises in the rapid development at the same time also exposed a lot of problems， especially the technology innovation ability is the most prominent. SMEs less of their own funds， technical force is weak structure of significant problems， due to the lack of good technical innovation system and the strong competition from the foreign capital force is badly in need of small and medium-sized enterprises of our country to enhance the strength of enterprises， and technological innovation is the survival and development of SMEs. Therefore， it is very important to study the law of technological innovation of small and medium enterprises， the bottleneck and its causes， and put forward the countermeasures to solve the problem.
