DEA model was used to measure the location efficiency of health service resources before and after the implementation of hierarchical diagnosis and treatment system in Anhui Province from the perspectives of horizontal multi-window analysis and vertical time series analysis. The research shows that the comprehensive efficiency of health service resources in Anhui Province is improved obviously， the advantage of technical efficiency is prominent ， and the disadvantage of scale efficiency still exists. This is closely related to the degree of regional economic development， the scale and structure of input factors and the innovation of health service mechanism. Therefore， to improve the efficiency of health service resources， it is necessary to appropriately increase health service input， optimize the input factor structure， improve the payment mode of medical
