AmCham Shanghai 2023 Expatriate Talent Survey 上海美国商会: 外籍人才就业形势报告 Survey Highlights Between April 18-25, AmCham Shanghai surveyed its members to assess the impact of recent changes to expatriate talent policies and provide recommendations to the Shanghai government on how to support companies’ efforts to attract and retain international talent. The survey was answered by 110 member companies. • Most respondents — 70% — have 5% or fewer foreign employees. The top reasons for employing expatriate staff are corporate/management stewardship (50%), global talent training/development (17%, reaching 27% for the biggest companies by China revenue), and a shortage of local talent (15%). 51% of companies offer full expat packages including allowances for education, housing and travel, which indicates that these are high-level executives who will be heavily impacted by the upcoming tax policy changes. • 30% have lost at least one-quarter of their foreign workforce since the pandemic began. Top reasons for this decrease were Covid restrictions impacting the ability to attract foreign staff (63%), expatriate positions being filled by local employees (46%), and employees leaving for opportunities abroad (40%). • One-fifth of respondents will reduce expatriate staff in the next year, while 15% will increase their expatriate staffing levels. Most will make no changes. • Amid the anticipated removal of tax exemptions for benefits-in-kind for expatriate assignees or locally hired foreign employees at the end of 2023, the top options for managing the tax policy changes are having foreign employees pay all the additional taxes (26%), which would likely lead to talent leaving China, or absorbing the costs for these employees (23%). One-tenth plan to move foreign employees to other regions of China with better tax policies . Accordingly, most respondents, 84%, urge the local government to implement programs that lower income
