In this study， the achievements of scientific and technological innovation in vocational colleges in recent years were summarized and the problems were analyzed such as the management system of science and technology needs to be improved， the lack of high-level talents and research platform， shortage of funds for scientific research and guarantee conditions， insufficient capacity of servicing Heze industry transformation and upgrading. On the basis above， nine aspects of developing strategy were put forward， such as establishing and perfecting scientific research management system， strengthening the construction of talents and innovative teams， increasing investment in science and technology， developing innovative discipline platform， implementing incentives for scientific research performance appraisal， accelerating the transformation of scientific and technological achievements， promoting academic communications， promoting the integration of industry and education and cooperative innovation， realizing the sharing of scientific research resources. Keywords： vocational colleges; scientific and technological innovation; Heze; new and old kinetic energy conversion; strategies 創新是引领发展的第一动力，是建设现代化经济体系的战略支撑。新旧动能转换是当前我国经济发展的重要任务，是创新驱动发展战略的具体化，是加快菏泽产业升级、转变经济增长方式、改革经济体制的重要措施;其核心是建设现代化的经济体系，关键是发展实体经济、优化经济结构。菏泽确立了以“十大工程”为引领，“七大主导产业”为支撑的发展思路，必须抢抓新产业、高科技、大市场融合发展的产业创新和国家、山东省相关的优惠政策机遇，促进菏泽经济由外延式扩张向内涵式增长转变，为落实山东省委、省政府“菏泽突破、鲁西崛起”战略决策注入强大动能。菏泽市委、市政府于2019年4月23日出台了《关于科技创新引领新旧动能转换的10条意见》，对全面落实有关科技政策，充分发挥科技创新加快推动新旧动能转换支持突破菏泽具有重要作用。科技创新是职业院校教师丰富充实教学内容、了解学科
