国际视角下水下文化遗产保护问题研究的中期报告 摘要： 水下文化遗产是人类历史和文化的重要组成部分。但是，随着现代技术的发展，水下考古和文化遗产保护面临着越来越多的挑战，包括环境污染、深海探险和商业利益等因素。 本文研究了国际视角下水下文化遗产保护问题。首先，调查了各国水下文化遗产保护的法律和政策。其次，对全球范围内的相关组织和国际公约进行了梳理和分析，以便了解当前的水下文化遗产保护进展。最后，分析了当前存在的一些问题，并提出了一些解决办法和建议。 研究发现，目前各国对水下文化遗产保护的法律和政策制定不全面，并缺乏有效执行。此外，水下考古和文化遗产保护的国际组织之间缺乏协调和合作，导致资源浪费和效率低下。需要采取措施加强各国立法，加强国际合作，提高公众意识，保护水下文化遗产的安全。 关键词：水下文化遗产；保护；国际视角；问题解决 Abstract: Underwater cultural heritage is an important part of human history and culture. However, with the development of modern technology, underwater archaeology and cultural heritage protection face more and more challenges, including environmental pollution, deep-sea exploration, and commercial interests. This paper investigates the issue of underwater cultural heritage protection from an international perspective. First, it surveys the laws and policies of various countries on underwater cultural heritage protection. Secondly, it analyzes and summarizes the relevant organizations and international conventions worldwide to understand the current progress of underwater cultural heritage protection. Finally, it analyzes some existing problems and proposes some solutions and suggestions. The research finds that the laws and policies of various countries on underwater cultural heritage protection are not comprehensive and lack effective enforcement. Moreover, there is a lack of coordination and cooperation among international organizations for underwater archaeology and cultural heritage protection, resulting in resource waste and inefficiency. Measures need to be taken to strengthen national legislation, enhance international cooperation, raise public awareness, and protect the safety of underwater cultural heritage.
