青岛市失地农民社会保障模式研究的中期报告 摘要： 本文以青岛市失地农民为研究对象，通过问卷调查、深入访谈、政策分析等方法，研究其社会保障模式，以期为解决失地农民社会保障问题提供参考。 研究发现，青岛市失地农民社会保障模式整体上呈现出政府主导、社会参与、多元化保障的特点，但仍存在着基本医疗保障、住房保障、老年保障等方面的不足。 针对问题，本文提出了一系列建议，包括加强政府的责任意识和政策保障力度、发挥社会组织的作用、完善基本医疗保障、推动住房保障、建立灵活多样的老年保障模式等。 关键词：失地农民；社会保障；政府主导；社会参与；多元化保障 Abstract: This paper studies the social security mode of the landless farmers in Qingdao City. Through questionnaire survey, in-depth interview and policy analysis, this paper provides reference for solving the social security problems of landless farmers. The study found that the social security mode of landless farmers in Qingdao City is characterized by government leadership, social participation and diversified security, but there are still shortcomings in basic medical security, housing security, and elderly security. To address these issues, this paper proposes a series of recommendations, including strengthening the governments sense of responsibility and policy protection, playing the role of social organizations, improving basic medical insurance, promoting housing security, and establishing flexible and diverse elderly security models.
