我国公共危机治理多元主体协作研究的中期报告 【摘要】本研究旨在探究我国公共危机治理中多元主体协作机制的实践与挑战。研究采用文献分析、案例分析、访谈调研等方法，发现多元主体协作是我国公共危机治理的必然选择。在危机治理中，政府对于多元主体的引导作用非常重要，但也存在政府主导和民间组织参与不足的问题。此外，多元主体之间的合作还存在信息不对称、权益分配不公等问题，需要加强协调和沟通。未来危机治理中，应注重构建公共道德、强化惩治和补偿机制，加强多元主体之间的信任建设和制度设计，以提高危机治理的效率和公信力。 【关键词】公共危机治理 多元主体 协作 问题与对策 【Abstract】This study aims to explore the practice and challenges of the mechanism of multi-party cooperation in public crisis management in China. The study uses methods such as literature analysis, case analysis, and interview research, and concludes that multi-party cooperation is an inevitable choice for public crisis management in China. In crisis management, the guidance role of the government for multi-party actors is very important, but there are also problems such as insufficient government leadership and insufficient participation of civil society organizations. In addition, there are also problems of information asymmetry and unfair distribution of benefits in cooperation between multiple parties, which need to be strengthened in coordination and communication. In the future crisis management, we should pay attention to building public morality, strengthening punishment and compensation mechanisms, strengthening trust building and institutional design among multiple parties, in order to improve the efficiency and public credibility of crisis management. 【Keywords】public crisis management; multi-party; cooperation; problems and countermeasures.
