公民参与智慧社区治理的问题与对策----以宿城区项里社区为例.docx

摘 要 本文从公民参与视角出发，对公民参与宿城区项里社区治理的情况进行了实证调查和研究。分析出公民参与智慧社区存在参与社区治理程度不深、治理能力薄弱、公民参与治理效果不好等问题。针对上述问题进行了原因分析，发现存在包括公民缺乏主动参与项里智慧社区治理的意识、公民参与条件不足、权利救济制度不完善等原因。并根据原因分析，有针对地提出改善现状的建议，培育公民参与意识、推进公民参与治理的制度建设、为公民参与治理提高参与条件，完善权利救济制度。从公民参与视角来研究智慧社区建设，探索便民、高效的社区建设模式。建立解决社区难题、共享社区资源的平台，达到行政高效、服务精细、治理到位的智慧社区新高度。 关键词：智慧社区 公民参与 社区治理 Abstract From?the?perspective?of?citizen?participation,?this?paper?makes?an?empirical?investigation?and?Research?on?citizen?participation?in?Xiangli?community?governance?in?Sucheng?district.?It?is?analyzed?that?citizens?participation?in?smart?community?has?some?problems,?such?as?low?degree?of?participation?in?community?governance,?weak?governance?ability,?poor?effect?of?citizens?participation?in?governance?and?so?on.?Based?on?the?analysis?of?the?reasons?for?the?above?problems,?it?is?found?that?there?are?some?reasons,?including?citizens?lack?of?awareness?of?active?participation?in?smart?community?governance,?insufficient?conditions?for?residents?participation,?imperfect?right?relief?system?and?so?on.?According?to?the?reason?analysis,?this?paper?puts?forward?targeted?suggestions?to?improve?the?current?situation,?cultivate?the?awareness?of?citizen?participation,?promote?the?system?construction?of?citizen?participation?in?governance,?improve?the?participation?conditions?for?citizen?participation?in?governance,?and?improve?the?right?relief?system.Study?the?construction?of?smart?communities?from?the?perspective?of?citizen?participation,?and?explore?a?convenient?and?efficient?community?construction?model.?Establish?a?platform?to?solve?community?problems?and?share?community?resources,?so?as?to?achieve?a?new?height?of?smart?community?with?efficient?administration,?fine?service?and?in?place?governance.
