服务型乡镇政府建设的问题与对策研究——以滨海县八巨镇为例.docVIP

摘 要 乡镇政府作为我国最基层的基层政权组织，服务型乡镇政府的构建，直接关系到人民群众的根本利益。在现阶段的发展中，乡镇政府要明确自己的职能定位，更加注重服务职能，提供更满足人民群众需求的公共产品及服务，推进乡镇政府更好的发展。 本文立足于盐城市八巨镇服务型政府的建设情况，采用文献法、问卷调查法和访谈法，深入分析服务型乡镇政府建设中主要存在的公务员服务意识淡薄、公务员服务能力较弱、公共服务结构不均衡、公众参与度不高的问题，探讨问题背后出现的原因，从服务型乡镇政府建设的工作理念、乡镇公务员综合素质、公共服务供给能力、公众参与监督制度等四方面进行成因剖析。由此在理念转变、人才建设、机制创新、体制改革四方面，对服务型乡镇政府建设提出行之有效的对策。 关键词：服务型政府 乡镇政府 对策 Abstract Township government is the most basic political organization in our country. The construction of service-oriented township government is directly related to the fundamental interests of the people. In the present stage of development, the township government should clarify its own function positioning, pay more attention to the service function, provide more public products and services to meet the needs of the people, and promote the better development of the township government. Based on Baju town on the construction of a service-oriented government, using literature method, questionnaire survey method and interview method, in-depth analysis mainly exist in the construction of a service-oriented township government civil servants service consciousness, civil servant ability is weak, the unbalanced structure of public service, public participation is not high question, explore the reasons behind, This paper analyzes the causes from four aspects: the working concept of the construction of service-oriented township government, the comprehensive quality of township civil servants, the supply capacity of public service and the public participation supervision system. From the concept change, talent construction, mechanism innovation, system reform four aspects, put forward effective countermeasures for the construction of service-oriented township government.
