PAGE PAGE II 我国乡镇治理问题 ——以S县乡镇环境治理为例 摘 要 农村人居环境在人类的居住环境中是占据关键地位的，是人类文明发展的起源地，而农业生产的生活形态也从此环境中开始逐步定型。但伴随着工业化的快速发展，这种古朴与大自然相互依存的诗意生产活动也受之影响，并逐渐恶化。社会的不断发展，经济的飞速进步，我国政府在环境治理方面的职责权能已经满足不了形势的变化，首先，环境保护体制的发展从无到有。随着国家经济的不断发展，社会发展与环境保护的矛盾在不断加深，我国生态保护的力度以及环保体制的建设都在全面加强。其次，虽然我国现代化环保体制在不断地完善，但是还处于被动式发展的状态。再次，虽然我国的生态环境保护体制在不断完善，但仍然很难满足实际的发展需求 本文以S县环境治理实践为例，本文研究探讨了一套符合当前农村环境治理政策的一系列措施，具有重要的意义，对提高城乡居民的生活质量，创造健康的生活环境有着巨大的推动作用，改善农村生态文明建设和可持续发展水平，建设和环境友好的社会具有很高的实用价值。 关键词：县级政府；环境治理；能力  Abstract: The rural human settlement environment is a key position in the human living environment, the origin of human civilization development, and the life form of agricultural production has gradually been shaped from this environment. However, along with the rapid development of industrialization, this poetic production activity, which is quaint and too natural, is also affected and gradually deteriorates. With the continuous development of society and the rapid progress of the economy, the governments responsibility for environmental governance has not been able to meet the changes in the situation. First, the development of the environmental protection system has grown from scratch. With the continuous development of the national economy, the contradiction between social development and environmental protection is deepening, and the intensity of Chinas ecological protection and the construction of the environmental protection system are being comprehensively strengthened. Secondly, although Chinas modern environmental protection system is constantly improving, it is still in a state of passive development. Third, although Chinas ecological environmental protection system is constantly improving, it is still difficult to meet actual development needs.
