中国电子垃圾回收体系建立中的政府责任研究——以浦东新区为例的中期报告 摘要： 随着经济的发展和技术的进步，我国电子消费品的数量不断增加，导致电子垃圾产生的数量也不断增加。为了保护环境和资源，我国政府出台了一系列政策法规，建立了电子垃圾回收体系。然而，在实践中，电子垃圾回收体系建立中仍然存在着很多问题。本文以浦东新区为例，探讨了中国电子垃圾回收体系建立中的政府责任问题。 首先，本文对中国电子垃圾回收体系建立的背景和意义进行了介绍；其次，分析了电子垃圾回收的政府责任，主要包括政策制定、管理与监督、信息公开、经费投入等方面；接着，本文对浦东新区的电子垃圾回收体系建设进行了实证研究，从政府部门的角度、企业的角度、社会公众的角度进行了调查分析；最后，本文提出了一些建议，包括建立全国统一的电子垃圾回收体系、促进政府与企业的合作、加强社会公众的参与等。 关键词：电子垃圾；回收体系；政府责任；浦东新区 Abstract： With the development of economy and technology, the amount of electronic products in China is increasing, which leads to the increasing amount of electronic waste. In order to protect the environment and resources, the Chinese government has issued a series of policies and regulations and established electronic waste recycling system. However, there are still many problems in the establishment of electronic waste recycling system in practice. This paper takes Pudong New Area as an example to explore the government responsibility in the establishment of Chinese electronic waste recycling system. Firstly, this paper introduces the background and significance of the establishment of Chinese electronic waste recycling system. Secondly, the government responsibility in electronic waste recycling is analyzed, including policy making, management and supervision, information disclosure, funding investment and so on. Then, this paper conducts an empirical research on the establishment of electronic waste recycling system in Pudong New Area, and analyzes it from the perspectives of government departments, enterprises and social public. Finally, this paper puts forward some suggestions, including establishing a unified national electronic waste recycling system, promoting cooperation between government and enterprises, strengthening the participation of social public, etc. Keywords: electronic waste; recycling system; government responsibility; Pudong New Area
