摘 要 地方政府作为地方国家权力的执行机关，在地方治理中发挥着主导作用。面对各种类型突发事件的不断发生，地方政府在第一时间内就要对其网络舆情进行管控，避免造成二次事故，引发更大的危机。尤其是随着互联网的迅速发展，突发事件的发生会在网络中掀起大讨论，一些倾向性很强的意见、态度聚集在一起，使该突发事件信息变得真假难辨，给政府的舆情管理带来了难度。在这种现实情况下，对于突发事件中网络舆情的应对成为我国地方政府必须要思考的重要问题。 本文以2021郑州洪水事件作为案例综合分析研究对象，依据地方政府处理突发事件网络舆情的相关基本理论，总结出该地区的地方政府对本次突发事件中网络舆情的处理情况。同时，发现其所采取措施中存在的问题，并提出一些具有针对性的建议。希望提出的建议在地方政府处理突发事件网络舆情中发挥其作用，能够提供一些帮助。 关键词：地方政府 突发事件 网络舆情 Abstract As the executive organ of local state power, local governments play a leading role in local governance. In the face of the continuous occurrence of various types of emergencies, local governments must control their network public opinion in the first time to avoid causing secondary accidents and triggering greater crises. Especially with the rapid development of the Internet, the occurrence of emergencies will set off a big discussion in the network, and some tendentious opinions and attitudes will be gathered together, making the emergency information difficult to distinguish between true and false, bringing difficulties to the governments public opinion management. In this realistic situation, the response to network public opinion in emergencies has become an important issue that local governments in China must consider.
