草根NGO参与疫情防控研究——以“好多云公益团”为例.doc

PAGE 3 第一章 绪论 1 摘 要 2020年初，新型冠状病毒在我国湖北地区大规模爆发，并迅速蔓延至全国乃至全世界，处于疫情风眼的湖北省更是遭受了一场前所未有的大规模突发公共卫生事件，其公共系统一度陷入“应急失灵”的状态。在物资紧缺、人手不足的情况下，部分大型社会慈善组织和基金会因物资配给不及时、不合理失去了社会公信力，导致政府部门无法及时有效整合民力。在此背景下，我国草根社会组织迅速反应，这些来自民间、甚至临时组建的草根公益组织通过不同形式参与到这场疫情防控阻击战中，贡献了巨大的力量。尽管面临着诸如合法性困境、资源困境等阻碍，但草根公益组织还是通过依附、合作等方式和片段式、多渠道的策略积极努力地参与到了本次应急志愿服务工作中，实现了抗疫目标。我国草根公益组织的发展不仅需要政府自上而下的改革推动，更需要草根组织自身的努力，通过自下而上的方式改变参与策略，推动政府变革。本文通过访谈调查法、个案研究法，对新冠疫情期间一个典型的草根公益组织参与应急志愿服务的全过程进行描述，分析其生存和发展的策略及特点，希望能为以后草根公益组织参与突发公共卫生事件提供一些借鉴。 关键词： NGO；社会组织；COVID-19疫情；突发公共卫生事件 Abstract At the beginning of 2020, COVID-19 broke out in Hubei Province and quickly spread to the whole country and even the whole world. Hubei Province, which is at the center of the epidemic, suffered an unprecedented large-scale public health emergency, and its public system once fell into the state of emergency failure. In the face of shortage of materials and manpower, some large social charity organizations and foundations have lost public credibility due to untimely and unreasonable material allocation, which has led to government departments inability to integrate the peoples resources in a timely and effective manner. Against this backdrop, Chinas grassroots social organizations have responded quickly. These non-governmental organizations, even those temporarily established, have participated in the fight against the epidemic through different forms and made a huge contribution. Although faced with obstacles such as the dilemma of legitimacy and resources, grassroots public welfare organizations still actively participated in the emergency volunteer service through the methods of dependency and cooperation, as well as the fragmented and multi-channel strategies, and achieved the goal of fighting the epidemic.
