产城融合背景下东莞市“工改工”政策执行困境与路径研究——基于史密斯模型的分析.docVIP

PAGE I 摘 要 中国产业园区的发展伴随着改革开放40年的进程，成为全国大中小城市拉动经济发展最为普遍的发展模式。一个城市的发展往往取决于该城市的产业发展水平，而产业发展离不开工业用地。随着技术的发展和产业革新，我国的产业逐渐从低端制造业向高端制造业转变。传统的产业园区用地模式已经远远满足不了当前产业的需求，因此全国各地陆续开始了工业用地改革，探索新型产业用地的发展。 东莞市处于粤港澳大湾区的核心区，也是广东省制造业供给侧结构性改革创新实验区，肩负着全省制造业高质量发展探路的重任。因此东莞市也在积极探索工业用地改造，近年来相继出台了多份“工改工”政策文件，但是在政策执行过程中遇到诸多问题，政策执行效果不佳。 因此本文基于史密斯政策执行过程模型对东莞市“工改工”政策执行的问题进行分析，给出提高“工改工”政策执行效果的建议：重塑政府和市场角色、进行利益联动、抓稳成本提高收益、加强基层工作人员和政府机构的执行力、推进功能区的设立、加强对目标群体的政策宣传、提高目标群体参与度、妥善破解历史遗留问题、前后端联动发力、营造全社会共同支持的氛围等。 关键词：“工改工”；政策执行；史密斯模型  Abstract Along with the 40 years of reform and opening up， the development of industrial parks in China has become the most common development mode for large， medium and small cities to drive economic development. The development of a city often depends on the level of industrial development of the city， and industrial development cannot be separated from industrial land. With the development of technology and industrial innovation， Chinas industry is gradually changing from low-end manufacturing to high-end manufacturing. Dongguan is located in the core area of the Guangdong-Hong Kong-Macao Greater Bay Area. It is also an experimental area for the supply-side structural reform and innovation of the manufacturing industry in Guangdong Province. It shoulders the responsibility of exploring the way for the high-quality development of the manufacturing industry in the whole province. Therefore， Dongguan City is also actively exploring the reconstruction of industrial land. In recent years， several policy documents for the reconstruction of industrial land have been issued successively. However， there are many problems in the implementation of the policies， and the implementation effect of the policies is not good. Therefore， based on the Smith policy implementation process model， this paper analyzes the problems in the implementation of industrial land reconstruction policies in Dongguan City， and gives suggestions to improve the implementation effect of industrial land recon
