PAGE I 摘 要 法治是一种治国方略，是现代民主政治发展下的产物，是国家现代化的重要标志。我国建设社会主义现代化强国的过程，就是不断优化治理体系、不断提高治理能力的过程，而法治现代化则是其中必不可少的环节，也是国家治理体制和社会运行机制进步的基础和动力。改革开放以来，我国的法治水平持续进步，法律文件逐步覆盖国家运行和社会生活的各个领域，执法思维、执法水平和执法方式也不断发展进步，司法公正被提到了新的高度，法律人才的培养规模和法律知识的普及程度达到了新的水平。人民政协作为具有我国特色的国家机构，其每年定期召开的全国政协会议与全国人民代表大会会议共同组成的“两会”成为了窥探我国政治、经济、法治、民生等众多领域发展的窗口。 本文主要以1978年-2021年人民日报在两会期间关于政协涉法职能的报道为对象，探究人民政协对我国法治建设的推动作用。基于历史制度主义理论，运用历史分析法和文本分析法，选取我国法治建设历程中两个重大历史节点，将改革开放以来我国法治建设分为三个历史时期，分析这三个历史时期人民政协关注法治建设的重点和方向，并从立法、执法、司法、守法四个横向维度探究人民政协如何在推动法治建设方面发挥作用。 通过研究发现，人民政协在不同历史时期，紧跟中央在法治领域的战略部署，围绕不同时期法治建设需求重点，积极献言献策，充分发挥职能，为全面推进依法治国，建设社会主义法治国家作出了积极贡献。 关键词：法治；依法治国；人民政协 Abstract The rule of law is a kind of state policy, is the product of the development of modern democratic politics, is an important symbol of national modernization. The process of building China into a great modern socialist country is a process of constantly optimizing its governance system and improving its governance capacity. The modernization of the rule of law is an indispensable part of this process, and it is also the basis and driving force for the progress of Chinas governance system and social operating mechanism.
