环境政策效率流失问题研究——基于L市的调查的中期报告 【摘要】 环境政策是保障环境和人类健康的一个重要手段，但在实际执行过程中存在着效率流失问题。本研究以L市为案例，通过问卷调查和个案分析，探讨了L市环境政策效率流失问题的原因及造成的影响。结果显示，L市环境政策执行存在信息不对称和监管不力的问题，导致企业违规行为得不到有效制止，从而产生环境污染和资源浪费的问题。同时，环境政策执行机构也存在着人力和财力不足、制度不完善等问题。为了解决这些问题，本研究提出了一系列政策和管理建议，包括加强政策宣传和普及、加大环境监管力度、建立完善的环境政策执行机构等等。 【关键词】 环境政策；效率流失；信息不对称；监管不力；个案分析 【Abstract】 Environmental policy is an important means to safeguard the environment and human health, but there is an efficiency loss problem in the actual implementation process. This study takes L city as a case, through questionnaire survey and case analysis, explores the causes and effects of efficiency loss in L citys environmental policy. The results show that there are problems of information asymmetry and weak supervision in the implementation of environmental policies in L city, which lead to ineffective deterrence of corporate violations, resulting in environmental pollution and resource waste. At the same time, the environmental policy implementation agencies also have problems of inadequate manpower and financial resources, and imperfect systems. In order to solve these problems, this study puts forward a series of policy and management recommendations, including strengthening policy propaganda and popularization, increasing environmental supervision, and establishing a complete environmental policy implementation agency, etc. 【Keywords】 Environmental policy; Efficiency loss; Information asymmetry; Weak supervision; Case analysis.
