县乡两级政府在学前教育财政投入中责任分担的现状研究——基于江苏省三县的调查的中期报告 摘要： 学前教育是基础教育的重要组成部分，也是推动社会和经济发展的重要手段。然而，在当前学前教育面临发展壁垒的时候，政府财政投入成为解决问题的关键因素之一。本文通过对江苏省三县的调查数据分析，研究县乡两级政府在学前教育财政投入中责任分担的现状。研究结果显示，县级政府在学前教育财政投入中承担着主要责任，占投入总量的85.2%，而乡级政府则只承担了14.8%。在县级政府内部，市级财政在学前教育财政投入中占比最大，而县级财政和区级财政则分别占比13.5%和1.7%。由此可见，县乡两级政府在学前教育财政投入中的分担情况并不平衡，需要进一步加强政府间的协调与配合。 关键词：县乡政府；学前教育；财政投入；责任分担；江苏省三县 Abstract： Preschool education is an important part of basic education and an important means to promote social and economic development. However, as preschool education is facing development barriers at present, government financial investment has become one of the key factors to solve the problem. Based on the survey data of three counties in Jiangsu province, this paper analyzes the current situation of the responsibility sharing of county and township governments in the financial investment of preschool education. The research results show that the county government is mainly responsible for the financial investment in preschool education, accounting for 85.2% of the total investment, while the township government only accounts for 14.8%. Among the county-level government, the municipal finance accounts for the largest proportion in the financial investment of preschool education, while the county finance and district finance account for 13.5% and 1.7% respectively. Therefore, the responsibility sharing of county and township governments in the financial investment of preschool education is not balanced, and further coordination and cooperation between governments are needed.
