山东农业工程学院学报 2022 年 第39卷 第1期 农村基层党组织全面推进乡村振兴的多维功能审视 李敏 （河南工程学院马克思主义学院，河南郑州451191） 摘要：农村基层党组织在全面推进乡村振兴中发挥着政治保障、为民服务、推进治理、激发创新、 培养乡贤等基本功能，这既是农村基层党组织的政治属性体现，也是全面推进乡村振兴的客观需 要。当前，全面推进乡村振兴过程中，存在农村基层党组织治理碎片化、队伍分散化，以及农村创新 动能不足、个体政治自觉与素养有待进一步增强等问题。为此，借助全面推进乡村振兴这一宏大叙 事的战略载体，从强化政治意识、涵养人民情怀、提升治理水平、激发创新动能、培养乡贤头雁等方 面审视并建构凝聚基层党组织的功能维度，提升农村基层党组织乡村治理体系和治理能力现代化 水平，确保其战斗堡垒作用有效发挥，以及促进农村经济社会高质量发展，具有积极意义。 关键词：基层党组织；乡村振兴；三农 中图分类号：D267.2 文献标识码:A 文章编号:2095-7327 (2022) -01-0016-07 The Multidimensional Function Review o Rural Grassroots Party Oi^anizations in Promoting Rural Revitalization U Min (Henan Institute of Engineering Marxist College, Zhengzhou Henan 451191) Abstract: Rural grass -roots party organizations play the basic functions of political guarantee, serving the people, promoting governance, stimulating innovation, and cultivating rural sages, which is not only the embodiment of the political attribute of rural grass-roots party organizations, but also the objective need of comprehensively promoting rural revitalization. At present, in the process of promoting rural revitalization in an all -round way, there are some problems, such as fragmented governance of rural grass -roots party organizations, scattered ranks, insufficient kinetic energy of rural innovation, and further enhancement of individual political consciousness and accomplishment.
