集体林权制度改革后的山区生态公益林管护——以安微省金寨县朱堂村为个案的中期报告 摘要： 安徽省金寨县朱堂村是集体林权制度改革试点地区之一，改革后，朱堂村的山区生态公益林数量和质量明显增加，但同时也带来了林业管护的新挑战。本文利用问卷调查和实地观察等方法，就朱堂村山区生态公益林管护情况进行了研究。研究发现，朱堂村在生态公益林管护方面存在管理机制不完善、资金缺乏、人员短缺等问题。同时，村民对生态公益林的认识和意识方面也需要进一步加强。为解决这些问题，本文提出了加强管理机制建设、拓宽资金渠道、培养专业技术人才和加强村民宣传教育等方面的对策建议。 关键词：集体林权制度改革；山区生态公益林；管护；问题；对策建议 Abstract： Zhutang Village, Jinzhai County, Anhui Province is one of the pilot areas for the reform of collective forest rights system. After the reform, the quantity and quality of ecological public welfare forests in Zhutang Village have increased significantly, but it has also brought new challenges to forest management and protection. This paper uses questionnaire survey and field observation methods to study the management and protection of ecological public welfare forests in Zhutang Village. The study found that there were problems such as imperfect management mechanisms, lack of funds, and shortage of personnel in the management and protection of ecological public welfare forests in Zhutang Village. At the same time, villagers understanding and awareness of ecological public welfare forests also need to be further strengthened. To solve these problems, this paper proposes countermeasures and suggestions such as strengthening the construction of management mechanism, broadening funding channels, cultivating professional and technical personnel, and strengthening villagers publicity and education.
