    Costestimatesareanessentialpartofplanninganyproject.Ingeneral,themoredetailthatisincludedandthebetterplannedthe

    projectisthebettercostriskscanbeidentifiedandmitigated.ThepurposeoftheBasisofEstimateistodocumentandcommunicate

    howtheproject’scostestimatewasderivedandprovidesupportingdatatoestablishestimaterangesandconfidencelevels.TheBasis

    ofEstimateshouldalsoincludeallknownassumptionsandconstraintswhichpertaintotheproject’scost.

    TheBasisofEstimateprovidesalargeamountofinformationwhichmayincludeahighlevelofdetail.Assuch,itshouldbe

    organizedinamannerthatisconsistentthroughoutthedocumentandiseasytoreadandunderstand.Itmustalsoclearly

    communicatewhatisincludedintheprojectscope.ManytimestheBasisofEstimateisorganizedbyWBSitemswitheachlineitem

    definedbytheWBSDictionary’sdescriptionofthework.WBSitemsmaybelistedinahierarchicalmannerwithhigherlevels

    capturingoverallcostsandcomponentandworkpackagelevelsbelowcapturinglowerlevelcosts.Thisapproachensuresthatthe

    costfiguresarepresentedwiththescopeoftheworktobeperformedinordertoprovideasolidunderstandingofwhatisinvolved.

    EachlineitemshouldincludetheinformationcontainedintheActivityCostEstimatefortheproject.However,theBasisofEstimate

    shouldincludemoredetailinordertounderstandexactlyhowcostswerederived.BasisofEstimatelineitemsshouldexplainexactly

    howtheestimatewascalculatedandwhatmethodologywasused.Thismayincludeinformationobtainedfromvendorquotes,

    previousexperiencewithsimilarprojects,projectedperunitpricing,knownwage/salaryrates,oranyotherknownpricingsources.
