Abstract
Humancapital,thesetofskills,knowledge,capabilitiesand
attributesembodiedinpeople,iscrucialtofirms’capacitytoabsorband
organizeknowledgeandtoinnovate.Researchonhumancapitalhas
traditionallyfocusedoneducationandtraining.Aconcernwiththe
motivationally-relevantelementsofhumancapitalsuchasemployees’
jobsatisfaction,organizationalcommitment,andwillingnesstochangein
theworkplace(allofwhichhavebeenshowntodriveinnovation),has
oftenbeenoverlookedineconomicresearchandbypublicpolicy
interventionstodate.Thepaperaddressesthisgapintwoways:First,by
studyingfirms’humanresourcesystemsthatcanenhancetheseelements
ofhumancapital,andsecond,usingtheresultsofthisresearchasa
springboardforapublicpolicyprogramtargetedatelementsofhuman
capitalthathavebeenignoredbytraditionaleducationandtraining
interventions.Usingasampleof1070employee-managersinIreland,we
applyaseriesofprobitregressionstounderstandhowdifferenthuman
resourcessystemsinfluencetheprobabilityofemployee-managers
reportingthemotivationally-relevantelementsofhumancapital.The
research:(1)Findsthatrespondentsinorganizationswithcertainhuman
resourcesystemsaremorelikelytoreportmotivationally-relevant
elementsofhumancapital.Specifically,employee-managersin
organizationswithproactiveworkpracticesandthatconsultwiththeir
