In2011,apowerfulearthquake—triggeredtsunamidamagedtheFukushimaplant’scoolingsystem.TokyoElectricPowerCompanyHoldingsInc(TEPCO),theplant’soperator,thenusedwatertocooldownthereactor(反应堆).Thewaterplayingthecoolingfunction,however,iscontaminatedwithradioactivematerialsandhasbeenstoredintanks（箱，罐）attheplant.

Accordingtothecabinet,thestoragetanksforwastewaterareexpectedtoreachtheupperlimitbyautumn2022.InlateOctoberlastyear,theJapanesegovernmentsaiditwouldgraduallydischargewastewaterintothesea.Thenewswasimmediatelyprotested（抗议）bythepeopleofJapanandtheworld.Underpressure,theJapanesegovernmenthasyettocarryouttheplan.

Manyexpertspointedoutthatoncetheradioactivematerialssuchastritium（氚）inthespentnuclearwateraredischargedintothesea,theywillaccompanytheoceancurrentandpollutemanypartsoftheworld.

Infact,thereareotherwaystotreatnuclearwastewater,suchasdischargingintotheatmosphereafterevaporation（蒸发）andburyingunderground.Themostdirectwayistobuildnewwaterstoragetanksinthenuclearpowerplant.AnalystspointedoutthatintheviewoftheJapanesegovernment,otherwaysaretime—consuming,laboriousandexpensive,andonlydischargingintotheseaisthemostcost—effectiveway.
