Aboutthestudy

ThisresearchreportexaminestheshapingofIndonesia’sdigitalnormsasthecountryseekstodevelopitstechnologicalsectoranddigitalizeitsgovernance,businessandsocietalprocesses.ThisstudyaimstodeterminetheextenttowhichIndonesiasdigitalnormsareinfluencedbyWesterndigitalnormsofmultistakeholderism,opennessandmarket-driveninternetthatarepromotedbyUS-basedglobaltechnologycompanies,vis-a-visChina’sdigitalnormsthatleanmoretowardgovernmentcontroloftechnologyandinformation.Thisstudyarguesthatdespitetheinfluenceoftechnologysuppliers,Indonesiapossessesinherentnationalvaluesthatcontributetoitsuniquepositionindevelopingdistinctdigitalnorms.

Ourmethodologyincludedtheanalysisofprimaryandsecondaryresources,aswellasexpertinterviews.Theteamconductedin-depthinterviewswith40respondentsfromtheIndonesiangovernment,business,andcivilsocietybetweenMarchtoSeptember2023.Primaryandsecondarysourcesincludednationallaws,regulations,reportsandsecondaryliteraturesarepublicationson
