我们必须坚定地把握住中国的饭碗，因为粮食安全是国家安全的关键基础，对于国民经济的发展起着至关重要的作用。我国对农业保险的进步给予了极高的关注。2019年的中央一号文件明确指出，我们需要按照“扩大覆盖范围、增加产品种类、提升质量”的原则，进一步优化农业保险政策。由于农业生产的脆弱性，使其极易受到自然灾害的影响。在现代化进程中，了解农户对农业保险的需求因素，并因地制宜地开展宣传和引导工作，对农业保险的健康发展具有重要意义。

这篇文章通过详尽的分析和探讨，建立起了稳固的理论支撑。同时，文章还总结了新疆省农业经济的发展现状，重点分析了该省农业保险的运营模式。文章对比了省内地方和垦区的农业保险政策的不同点，阐述了农业保险的现状，为后续的实证分析奠定了基础。

ABSTRACT

Asanimportantcornerstoneofnationalsecurity,foodsecurityoccupiesapivotalpositioninthenationaleconomy.Chinaattachesgreatimportancetothedevelopmentofagriculturalinsurance.TheNo.1documentofthecentralgovernmentin2019clearlystatedthatagriculturalinsurancepoliciesshouldbefurtherimprovedinaccordancewiththerequirementsofexpandingcoverage,increasingproducts,andupgradingstandards.Duetothefragilityofagriculturalproduction,itishighlyvulnerabletonaturaldisasters.Intheprocessofmodernization,itisofgreatsignificanceforthehealthydevelopmentofagriculturalinsurancetounderstandthedemandfactorsofruralhouseholdsforagriculturalinsurance,andtocarryoutpublicityandguidanceworkaccordingtolocalconditions.

Thispaperconductsanin-depthstudyofdomesticandforeignliterature,whichlaysasolidtheoreticalfoundationforthearticle.Atthesametime,thispaperalsosummarizesthedevelopmentstatusofagriculturaleconomyinXinjiangProvince,andfocusesontheanalysisoftheoperationmodeofagriculturalinsuranceinXinjiangProvince.Thispapercomparesthedifferencesbetweenlocalandreclamationpoliciesintheprovince,expoundsthecurrentsituationofagriculturalinsurance,andlaysafoundationforsubsequentempiricalanalysis.
