?Thispolicynote1presentsthesalientfeaturesandlessonslearnedfromimplementingfoodassistanceprogramsglobally.ItaimstoinformkeystakeholdersandpolicymakersonthiscriticalformofsocialassistanceinlightoftherecentpilotlaunchoftheFoodStampProgram(FSP)inthePhilippines.

?Recentcriseshaveunderscoredtheurgencyofdecisiveactiononfoodsecurity.TheCOVID-19pandemic,coupledwithsubsequentfoodandfuelcrises,highinflation,andhighlevelsofmalnutritionoccasionedtherenewedfocusonfood-orientedsocialassistance(FOSA).FOSAisvitalinensuringaccesstofoodamonglow-incomehouseholdsandothervulnerablepersonsandinbolsteringnutritionprograms—preciselythegoalsofthePhilippines’FSPintheformoffoodvouchers.

?TherearelessonstolearnfromFOSA’slonghistoryanddiverseimplementationglobally.FourtypesofFOSAinterventionsinclude:indirectpricesubsidies,directin-kindfoodprovision,near-cashtransfersintheformofvouchers,andcashtransfers.VariousexperimentscomparingthesetypesofFOSAshowoverallsimilarandpositiveimpactsonfoodsecurity.However,implementationcostsofcashandnear-cash(voucher)interventionsaremuchlower,withsomevaryingeffectsonfoodconsumptionanddietdiversity.Aglobaltrendistomoveawayfromindirectfoodsubsidiesandin-kindfooddistributiontowardsvouchersandcash,althoughdifferentformscanco-existinthesamecountry.

?Tomaximizeimpactonfoodsecurityandnutrition,thecomplementationbetweenFSPandotherongoingprogramsshouldbeensured.Inparticular,theFSPcanbuildonthePantawidPamilyangPilipinoProgram(4Ps)deliverysystemsandtakeaconvergenceapproachinprovidingsupplementalassistanceto4Psbene
