云南省自然保护地体系建设研究

摘要目前云南省已建立了包括国家公园、自然保护区、森林公园、湿地公园等11种类型的自然保护地，保护了云南省大部分特有和典型自然景观、重要物种及珍稀动植物，筑牢了生态安全屏障，加快了云南省生态文明和中国最美丽省份建设进程。但也存在自然保护地分散管理，保护地新增进度与管护力度不同步，空间范围交叉重叠，保护地存在保护空缺，自然保护地内人地矛盾等问题。分析了云南省自然保护地建设现状及取得的成效，并从建立高效管理体制，协调人地矛盾，做好资源清查统计，优化整合功能分区，提高管理水平和能力等方面提出建议，讨论了风景名胜区在自然保护地体系中分类、保护与开发问题。

AbstractUptonow，YunnanProvinceinChinahasestablished11typesofnaturalprotectedareas，includingnationalparks，naturereserves，forestparks，wetlandparks，scenicspots，geoparksandsoon.AllthesenaturalprotectedareashaveprotectedthemostuniqueandtypicalnaturallandscapeinYunnanProvince，importantspeciesandrareanimalsandplants，builtanecologicalsecuritybarrier，andspeededuptheprocessofecologicalcivilizationconstructioninYunnanProvinceandtheconstructionofthemostbeautifulprovincesinChina.However，theprotectedareasalsohavesomeproblems，suchasdecentralizedmanagement，desynchronybetweenconstructionspeedandmanagementandprotectionefforts，overlappingofspatialscope，insufficientprotection，andthecontradictionbetweenthepersonsandthelandwithintheprotectedareas.ThispaperanalyzesthestatusquooftheconstructionofnaturalprotectedareasinYunnanProvinceandtheachievementsmade，proposessuggestionsfromtheperspectivesofestablishinganefficientmanagementsystem，relievingthecontradictionbetweenthepersonsandtheland，makinganinventoryandstatisticsofresources，optimizingandintegratingfunctionalzoning，andimprovingmanagementlevelsandcapabilities，anddiscussestheclassification，protectionanddevelopmentofscenicspotsinthenaturalprotectedareassystem.
