Climatechange,geopoliticaltensionsandsupplychaindisruptionssignificantly
amplifyinvestmentrisks,particularlyinstructurallyweakandvulnerablecountries.
Robustderiskingstrategiesareneededtounlockprivateinvestmentandbridgethe
financinggaptoachievetheSustainableDevelopmentGoals(SDGs).
Amonginvestmentderiskinginstruments,politicalriskinsurance(PRI)hasacritical,
andpotentiallygrowingroletoplayinfosteringinvestmenttowardsdeveloping
countries,andleastdevelopedcountries(LDCs)inparticular.
Exportcreditagencies(ECAs)aretheprimaryprovidersofPRI,accountingfor

percentoftotalissuanceoverthepastdecade,whilemultilateralinstitutionsand
privateinsurersaccountfor7and15percentrespectively.Developingcountries
arethelargestPRIbeneficiaries(70percentoftheprojects).Asiaaccountsforthe
largestshareofPRIprovidedbyECAsandprivateinsurers,reflectingChina’sdual
roleasamajorrecipientofPRIandaleadingprovider,whileAfricareceivesthemost
PRIfrommultilateralinstitutions.
LDCsaccountforonly15percentofprojectscoveredbyPRI.However,insured
projectvaluesareequivalentto28percentofforeigndirectinvestment(FDI)to
LDCs,comparedto6percentindevelopingcountriesand2percentindeveloped
countries.
