民营企业控股集团化安全管理架构和模式的

摘要：单体民营企业随着国家经济的发展、业务的扩张，快速形成上下游产业链，辅助产业链，建立集团化企业成为趋

势，集团化安全管理职能是产业公司重大安全生产决策，风险防控的最后一道防火墙。集团安全职能以专业性第三方的

角度对产业公司安全内控进行安全生产信息共享、风险管控、重大风险方案审核和安全审计，降低安全风险，对提高控

股集团整体安全管理水平有着重要意义；企业要做大做强，必然会成立集团企业，通过对控股集团公司内部安全管理架

构和模式进行研究和探索，以期对民营企业控股集团化安全管理的思路、方法和应用上提供参考。

Abstract:Withthedevelopmentofthenationaleconomyandtheexpansionofbusiness,individualprivateenterpriseshaverapidly

formedupstreamanddownstreamindustrychainsandauxiliaryindustrychains,makingtheestablishmentofconglomerates

atrend.Thesafetymanagementfunctionofconglomeratesisthef inalf irewallformajorsafetyproductiondecisionsandrisk

preventionandcontrolofindustrialcompanies.Thegroup’ssafetyfunction,fromtheperspectiveofaprofessionalthirdparty,
