    Mr.Chairman,IjoinmycolleagueMr.Rangelinthankingyouforgivingthejunior

    membersofthiscommitteethegloriousopportunityofsharingthepainofthis

    inquiry.Mr.Chairman,youareastrongman,andithasnotbeeneasybutwe

    havetriedasbestwecantogiveyouasmuchassistanceaspossible.

    Earliertoday,weheardthebeginningofthePreambletotheConstitutionofthe

    UnitedStates,We,thepeople.Itsaveryeloquentbeginning.Butwhenthat

    documentwascompleted,ontheseventeenthofSeptemberin1787,Iwasnot

    includedinthatWe,thepeople.IfeltsomehowformanyyearsthatGeorge

    WashingtonandAlexanderHamiltonjustleftmeoutbymistake.Butthroughthe

    processofamendment,interpretation,andcourtdecision,Ihavefinallybeen

    includedinWe,thepeople.

    TodayIamaninquisitor.Anhyperbolewouldnotbefictionalandwouldnot

    overstatethesolemnnessthatIfeelrightnow.MyfaithintheConstitutionis

    whole;itiscomplete;itistotal.AndIamnotgoingtosithereandbeanidle

    spectatortothediminution,thesubversion,thedestruction,oftheConstitution.
