摘要：新质生产力作为当前核心理念，强调集中先进技术、用好新型工具，塑造适应新质生产力发展的新格局。民生建设

是国家发展基石，是体现新质生产力的重要载体。北京市平谷区马坊镇着眼新质生产力，聚焦民生建设，以技术升级为切入

点，制度优化为落脚点，产业融合为发力点，服务品质提升为核心点，全面推进养老建设标准化进程，为新时代背景下民生福

祉建设提供了强劲动力。本文立足新质生产力背景，通过分析平谷区马坊镇的养老建设标准化实践，探讨了其对民生建设的

指导意义。
