Inrecentyears,Chinahasbeenimplementingaseriesofpoliciestoimprovethequalityofruraleducation,withtheRuralTeachersSupportProgrambeingakeyinitiative.Launchedin2015,thisprogramaimstoaddressthelong-standingissueofteachershortagesandlowretentionratesinruralareasbyprovidingcomprehensivesupport.
Undertheprogram,ruralteachersreceiveamonthlysubsidyrangingfrom300to1,500yuan,dependingontheremotenessoftheirschools.Additionally,thegovernmenthasestablishedspecialtrainingprogramstoenhancetheirprofessionalskills,withover1.2millionruralteachershavingparticipatedinsuchtrainingsince2020.Toimprovelivingconditions,morethan80,000setsofaffordablehousinghavebeenbuiltnearruralschools,reducingthecommutingburdenforteachers.
AcasestudyfromamountainouscountyinHenanillustratestheprogram’simpact.Before2020,thecounty’sprimaryschoolshadateacherturnoverrateof25%annually,withmanyyoungteachersleavingduetopoorsalariesandlivingconditions.Aftertheprogramwasfullyimplemented,theturnoverratedroppedto8%by2023.LocalteacherLiJuan,whohastaughtfor10years,noted,Thesubsidynowmakesup40%ofmyincome,andthenewapartmentneartheschoolmeansIcanspendmoretimewithmystudentsinsteadoftravelingtwohourseachday.
Educationaloutcomeshavealsoimproved.In2024,theaveragepassrateofruralstudentsinHenan’sjuniorhighschoolentranceexamreached89%,upfrom75%in2019.Thisprogressiswidelyattributedtothestabilizationoftheruralteachingforce.
