新冠疫情中我国城市政府协调社区防控能力透析
摘要
从2019年底至今，新型冠状病毒肺炎在我国肆虐，导致我国各地的正常生产、生活多次停摆，我们也在与疫情抗争的过程中意识到城市社区防疫的基础性作用，社区是我国城市管理的最小单元，在封控管理中具有着不可替代的重要功能，城市基层政府及其派出机构作为城市社区的直接领导组织，更是要充分发挥其协调能力，理清与城市社区居委会的关系，共同把守疫情防控的第一道防线。
本文从城市基层政府与社区居委会入手，首先分析了国外基层政府与社区协调的三种典型模式，进而关注我国基层政府与社区关系在疫情前后的变化，又结合了我国城市基层政府在疫情防控中的具体协调能力及其突出表现、不足之处，最后总结出应如何协助城市社区居委会在防控中更好地发挥其自主性。

Abstract
Fromtheendof2019tothepresent,thenovelcoronaviruspneumoniahasragedinourcountry,causingnormalproductionandlifeinvariouspartsofourcountrytostopmanytimes.Wearealsoawareofthebasicroleofurbancommunityepidemicpreventionintheprocessoffightingagainsttheepidemic.Thecommunityismanagedbyourcities.Thesmallestunithasanirreplaceableandimportantfunctioninthemanagementofclosureandcontrol.Asthedirectleadingorganizationoftheurbancommunity,theurbangrassrootsgovernmentanditsdispatchedagenciesshouldgivefullplaytotheircoordinationability,clarifytherelationshipwiththeurbancommunityneighborhoodcommittee,andjointlyGuardthefirstlineofdefenseagainsttheepidemic.
Thispaperstartswiththeurbangrassrootsgovernmentandcommunityneighborhoodcommittees,firstanalyzesthreetypicalmodesofforeigngrassrootsgovernmentandcommunitycoordination,andthenpaysattentiontothechangesintherelationshipbetweenthegrassrootsgovernmentandthecommunityinmycountrybeforeandaftertheepidemic,andcombinestheurbangrassrootsgovernmentinmycountryinepidemicpreventionandcontrol.Thespecificcoordinationabilityanditsoutstandingperformanceandinsufficiencyinthepaperfinallysummarizedhowtoassisttheurbancommunityneighborhoodcommitteetobetterexertitsautonomyinpreventionandcontrol.
