MITRECorporation(MITRE)tostudyradio-frequency(RF)receiverinterferenceimmunity

performance(“receiverperformance”)andpreparethisreport.Basedonextensiveresearch,

internalexpertise,andconsultationswithsubjectmatterexpertsfromgovernmentandindustry,

thereportmakesthefollowingfindingsandrecommendations:

KeyFindings

Thecomplexityanddiversityoftheenvironmentsinwhichreceiversoperateprecludeuniversal

receiverrulesandregulationsasapracticaltechniqueforspectrummanagement.

Everyband,radioservice,andapplicationhasuniquefeaturesthatwarrantspecial

consideration.Additionally,therearelimitstoareceiver’sabilitytorejectinterference,even

inthecaseofwell-designedreceiversandwhentheinterferenceenergyisconfinedto

frequenciesoutsideoftheallocatedbandforthedesiredradioservice.Thisisoftenthecase

forfederalsystems.Relyingonreceiverperformancealonetoensurecoexistencebetween

adjacent-bandradioservicesismostdifficultwhen:
