In1934,withthepassageoftheMigratoryBirdHuntingStampAct(Act),anincreasinglyconcernednationtookfirmactiontostopthedestructionofmigratory(迁徙的)waterfowlandthewetlandssovitaltotheirsurvival.UnderthisAct,allwaterfowlhunters16yearsofageandovermustannuallypurchaseandcarryaFederalDuckStamp.TheveryfirstFederalDuckStampwasdesignedbyJ.N.“Ding”Darling,apoliticalcartoonistfromDesMoines,Iowa,whoatthattimewasappointedbyPresidentFranklinRooseveltasDirectoroftheBureauofBiologicalSurvey.Hunterswillinglypaythestamppricetoensurethesurvivalofournaturalresources.

About98centsofeveryduckstampdollargoesdirectlyintotheMigratoryBirdConservationFundtopurchasewetlandsandwildlifehabitatforinclusionintotheNationalWildlifeRefugeSystem—afactthatensuresthislandwillbeprotectedandavailableforallgenerationstocome.Since1934,betterthanhalfabilliondollarshasgoneintothatFundtopurchasemorethan5millionacresofhabitat.LittlewondertheFederalDuckStampProgramhasbeencalledoneofthemostsuccessfulconservationprogramseverinitiated.
