上海市公立三级医院国际医疗门诊服务现状和对策分析

【摘要】

目的：调研上海市35所公立三级医院国际医疗门诊服务提供情况，分析其影响因素并提出合理的对策建议。方法：对

2019年以及2021年的国际医疗门诊服务量、国际医疗部门机构设置情况、签约的商业保险公司数量、开设的国际医疗门诊服务科室数

量、投入的卫生人力进行描述性分析，并构建平衡面板数据，以国际医疗门诊服务量为因变量、医疗机构规模情况为控制变量、其他

因素作为自变量，使用Stata14.0利用固定效应模型回归分析，探索影响上海市公立三级医院国际医疗门诊服务的影响因素。结果：

影响上海市公立三级医院国际医疗门诊服务的主要因素为国际医疗门诊服务提供的科室数量（P＜0.05）、与医院签订合作协议的商

业保险公司数量（P＜0.05）以及是否设立独立的国际医疗门诊区域（P＜0.05）。结论：为进一步提高上海市公立医院国际医疗门诊

服务量，医疗机构应根据自身学科特色开设更多的国际医疗门诊科室，鼓励有条件的医疗机构开设独立的国际医疗门诊区域，提高国

际医疗服务的影响力和患者的就医体验，同时不断推进公立医院与商业健康保险机构的合作，提高门诊服务量的同时实现双向共赢。
