前言

INTRODUCTION

1、于2013年1月1日生效得经修订得MARPOL附则Ⅴ,除非附则明确许可,禁止将任何种类得垃圾排放入海。

TherevisedMARPOLAnnexVwithanentryintoforcedateof1January2013,prohibitsthedischargeofalltypesofgarbageintotheseaunlessexplicitlypermittedundertheAnnex、

2、MARPOL附则Ⅴ规定,除了MARPOL附则Ⅴ第3、4、5与6条得特殊许可外,禁止排放一切垃圾。MARPOL附则Ⅴ推翻了历史上按垃圾性质来认定哪些垃圾可以排放入海得规定方式以及距岸距离得定义。第7条规定了应急与非正常情况下得例外情况。原则上排放限于食品废弃物、标明得货物残余、动物尸体以及洗涤水中包含得标明得对环境无害得清洁剂、添加剂与货物残余。建议船舶使用港口接收设施作为排放所有垃圾得首选方式。

3、100总吨及以上得船舶与核准载运15名或以上人员得船舶以及固定或浮动平台,均应备有1份垃圾管理计划。
