ApproachChannelsandHarbourBasins»(ROM3.1-99),PuertosdelEstadoismaterializingoneoftheCodes

anticipatedin1987whentheROM(RecommendationsforMaritimeWorks)Programmewasstartedbyorderof

theformerDirectorateGeneralforPortsandCoastsoftheMinistryofPublicWorksandUrbanDevelopment.

Thesenewrecommendationsstrengthentheconceptofportoperabilityasabasisforlayingdowndesign

criteriaforthemaritimeconfigurationofports,theirapproachchannelsandharbourbasins.Therefore,ROM3.1-

99doesnotjustsetmandatorymaritime-portsafetyrequirementsbutalsoseekstoguaranteeminimumvessel

navigationandmanoeuvrabilityconditionsinportwatersand,finally,contributetooptimisetheoperatingsystem

ofthedifferentportareasattendingtovesseltraffic.

Withthisinmind,themainpurposeofthisROM3.1-99istodesignandbuildthemaritimeconfigurationof

ports,theirapproachechannelsandharbourbasins.WhilstnotconstitutingaRegulationforMaritimeOperation

oftheseareas,theROM3.1-99mayeasilybeappliedtothisend,takingintoaccountthefactthatthemaritime

configurationofportshastoguaranteethelimitoperatingconditionstobeestablishedfordifferent
