acrossthecountryarelookingforwaystoattract,rewardandkeepgoodteachers.One

ofthemostpopularideasisthesystemofmeritpay,whichaimstomeasurethequality

ofteachersworkandpayteachersaccordingtotheresultsofthemeasurement.

Traditionallyspeaking,publicschoolssalariesarebasedonyearsthatateacher

spendsonthejobandcollegecreditsheorsheearned.Itisasystemsupportedby

unionswhosuggesttreatingallteachersequally.Underthissituation,thelongera

teacherworks,themorecreditsheorsheisrewarded,andthehighersalaryheorshe

gets.

Butnotallauthorities(当局)acceptthiswaytomeasureteachersworkefforts.

Policymakersarenowfocusingonarelativelymoremeasurableaspect:studenttest

scores.Inmanydistricts,authoritiesarecarryingoutsystemsthatcantrackstudent

scoresbacktotheteacherswhohavetaughtthem.Basedonthescores,theauthorities

maydeterminethebonuses(奖金)giventoeachteacherand,insomecases,targetto

helpteachersmakeprogressoftheirteachingquality.Accordingtosomeresearches,

offeringbonusestoteacherswhoraisestudentachievementwillimprovetheoverall

qualityofteaching.Moreimportantly,itcanattractmorehighlyqualifiedtalents

intothefieldofeducation.

Itshardtoargueagainstthesepolicies,whichareindeedworking,butsuch

programshavebackfiredinsomestates.AsfarasImconcerned,amorepromisingway

istocombinethesystemofmeritpaywithmoreopportunitiesforprofessionaltraining

andexchangeofexperienceforboththetalentandnovice(新手)teachers.
