履行《禁止化学武器公约》的机遇与挑战

摘要：《关于禁止发展、生产、储存和使用化学武器及销毁此种武器的公约》(以下简称《公约》)是全面禁止和彻底销毁

大规模杀伤性武器、并制定了完整现场视察制度的一个国际性军控条约，从事监控化学品(包括公约附表2、3化学品

和特定有机化学品)生产、经营或使用的相关企业应严格履行《公约》。文章介绍了《公约》实施的目的，明晰了监控化学

品企业所要履行的责任和义务。人工智能(AI)技术为履约工作带来了新机遇，例如AI技术制作禁化武宣传媒体、AI

辅助海关监控化学品的识别判定、基于AI的远程国际视察等，但也给履约工作带来新挑战，例如AI加速毒剂的分子设

计、AI实现剧毒品的无人生产、毒剂无人机运载等。
