Foreign investors acting as the major player in the first round usually charged high and preferred operating projects in more developed regions in Ch ina while state- owned enterprises as them ain p layer in the sec- ond round had relative low operation andmanagement efficiency, which largely restrained the liscencing advantages. There- fore, there is an urgent need to exam ine the situation and future of private enterprises, another potentialplayer in the econom- ic market, in infrastructure developm ent. Based on a comprehensive literature review, thispaper identifies the private enter- prisesc strength andweakness asw ell asopportun ities and threats they are facedw ith in infrastructure development. The find- ings cou ld be a valuable reference for private enterprises engaged in develop ing infrastructure projects in Ch ina.
