  基本农田保护农户利益经济补偿实证研究 ——基于土地发展权视角# 5 10 15 20 25 30 35  摘要：本文从土地发展权的视角，把基本农田发展权价值的内涵界定为两种：农业内部结构 调整下的基本农田发展权价值及农转非情况下的基本农田发展权价值，并在此基础上运用数 学建模方法构建了农业内部结构调整下、农转非情况下及考虑了基本农田具体区位情况下的 基本农田保护农户利益经济补偿模型。然后以全国 10 个粮食主产区作为研究区，对基本农 田保护农户利益经济补偿理论标准进行了测算，结果表明：农业内部结构调整下基本农田保 护农户理论经济受偿标准为 24827.29 元/公顷*年，农转非情况下农户理论经济受偿标准为 135351.10 元/公顷*年，考虑了基本农田具体区位情况下的农户理论经济受偿标准为 25567.80 元/公顷*年。 关键词：基本农田保护；农户利益；经济补偿；土地发展权 中图分类号：F320.1 A Case Study on the Economic Compensation of the Farmer’s Interest for the Prime Farmland Protection--------Based on the Land Development Rights WANG Limin1,2, OU Minghao1 (1. College of Economic and Management,Anhui Agricultural University,Hefei,230036) Abstract: This paper pointed that the definition of the prime farmland development rights should contain two kinds. One is showed in the condition of modifying the agricultural structure. And the other is showed in the condition of which the use of agriculture was changed to the use of construction. Then this paper builds three kinds of algebraic formula for economic compensation of the farmer interest. The three kinds of algebraic formula were build under the condition of adjusting agricultural structure, being changed to the use of construction and concluding the location of the prime farmland. Then this paper takes the 10 national grain production areas as the study area and measured the theoretical standard of economic compensation. The study results showed that, the theoretical standard of economic compensation under adjusting the agricultural structure is 24827.29 yuan / ha * years, and the theoretical standard of economic compensation under being changed to the use of construction is 2135351.10 yuan / ha * years, and the theoretical standard of economic compensation being concluded the location of the prime farmland is 25567.80 yuan / ha * years.
