: 针对通信设备供应商评价问题构建了一个综合评价指标体系, 借鉴 DEA 方法中偏好 的
概念并结合群组决策方法, 给出了群组统 一偏好 的概念及其构造方法, 将该偏好 和理想
DMU 同时引入 CCWH 模型, 构建了群组统 一偏好 DEA 模型. 该模型可使评价者在不具备先验
信息的条件下获得指标权重的集体偏好用于构造偏好 , 可以避免对判断矩阵进行一致性检验
的问题, 还可以缓解有效 DMU 过多而使评价实效的问题. 将该模型应用于通信设备供应商评价
排序和择优问题, 给出了评价案例.

Abstract: A com prehensive eva luation index system for comm un ication equ ipm en t supplier is proposed in th is
paper. Com bined w ith the concepts o f preference constrain cone in DEA and g roup decision m ethod, a new con
cept o f unification preference cone based on group decision is constructed. W ith the introduct ion of the concept
into the CCWH m odel, the un ification preference cone DEA m odel is then buil.t Th ism ode l cou ld g ive the group
