北京市流动人口适龄儿童义务教育政策分析 摘 要 随着我国社会主义市场经济的飞速发展和城市化进程的不断加快,流动人 口适龄儿童的义务教育问题日趋凸现。虽然国内许多学者和实践者对此进行了 较为深入的研究,但主要集中在现状调查和对策研究两个方面。而这对于实现 解决流动人口适龄儿童义务教育问题、为相关政策制定与执行提供科学依据的 目的是远远不够的。只有在实证研究的基础之上,运用多种政策分析方法,致 力于研究工作的系统化,才能真正产生对决策的强大影响。 基于此目的,我们以北京市流动人口适龄儿童义务教育问题的解决为个案, 通过分析北京市流动人口适龄儿童义务教育政策,找到解决流动人口适龄儿童 义务教育问题的政策方案。首先,深入考察了北京市流动人口适龄儿童接受义务 教育的现状,分析存在的问题。其次,对北京市流动人口适龄儿童义务教育政 策进行系统梳理,运用政策过程理论、社会公平理论、制度分析、团体理论等 政策分析工具查找现有政策的缺陷,并分析其产生的原因。昀后,对北京市流 动人口适龄儿童义务教育政策提出了一系列针对性较强的政策建议。 “同在蓝天下,共同成长进步。”流动人口适龄儿童义务教育问题关系到基 础教育的公平,关系到社会的和谐、稳定。只有通过政策上的逐步改进和完善、 通过全社会的共同努力,才能使流动人口适龄儿童健康的成长、快乐的学习, 成长为社会所需要的人才。 关键词:流动人口适龄儿童;义务教育;政策分析2北京市流动人口适龄儿童义务教育政策分析 Abstract With the rapid development of our market-oriented economy and the accelerating process of urbanization, it is obviously that the question of transient and school-age childrens compulsory education is becoming important graduallyAlthough many domestic scholars and practitioners have studied this, many studies concentrate in investigation and countermeasures. However, it is not enough to solve the problem of transient and school-age childrens compulsory education and provide a scientific basis to the policy formulation and implementation. Only through utilizing many kinds of policy analysis methods and devoting to the systematic research on the basis of empirical research, can we really have a strong influence For this purpose, we want to find a policy actually to solve the question of transient and school-age children’s compulsory education through the analysis of Beijings policy of transient and school-age children’s compulsory education. Firstly, we inspect the situation of transient and school-age children’s compulsory education in Beijing, find the existing problems.
