摘 要 本文对俄罗斯官僚资产阶级进行了研究,分析了其形成、发展、现状,以 及他们是如何影响政府,历届政府对他们的态度如何,得出俄罗斯官僚资产阶 级不利于俄罗斯民主政治建设的结论。 俄罗斯官僚资产阶级由苏联时期的旧官僚转换而来,具有官僚性、垄断性、 自私狭隘性及双重性。他们通过建立合资企业,利用进出口业务中的特权,将 国家部门私有化,积聚了大量资本。随着俄罗斯资本主义制度的建立,官僚资 产阶级为谋求更多的利益结成利益群体,形成寡头。他们在叶利钦时期达到全 盛,完成了从经济资本向政治资本的转化,并开始影响政府决策。普京对寡头 干政的现象很不满,他一上台就对寡头进行了整顿。他加强中央集权,打击不 法寡头。寡头的经济力量被削弱,参政现象得到控制,著名寡头相继流亡国外, 寡头没落的命运不可阻挡。 俄罗斯官僚资产阶级一方面利用国家职能满足自己的私利,另一方面也在 满足整个国家的需求,使民族生产力得以发展。他们在发迹的过程中一面向国 家攫取,一面向民间掠夺。他们从狭隘的集团利益出发,利用自身的垄断地位, 摆脱政府的控制,片面发展某些经济部门,致使整个国民经济结构扭曲。但由 于拥有雄厚的经济实力,他们在支撑国家经济方面也起到了不可替代的作用。 俄罗斯的官僚资产阶级在俄罗斯社会转型中占有十分关键的地位,他们对 俄罗斯改革起到积极作用的同时也带来了很多负面影响。经济上,俄罗斯官僚 资产阶级有助于俄罗斯吸引国内外投资、走出经济困境,但另一方面他们加速 了国有资产的流失,加剧了俄罗斯的两级分化;政治上,官僚资产阶级在一定 程度上维护了俄罗斯的稳定,但昀终不利 于俄罗斯政治改革,阻碍了俄罗斯的 民主进程。 关键词:苏联;俄罗斯;官僚资产阶级;政治转轨 Abstract The aim of this thesis is to study the Russian Bureaucrat Bourgeoisie, analyze their formation, development and condition, and expound how the bureaucrat class affects the Russian government and what are the attitudes of the previous governments to them, which concludes that, the Russia Bureaucrat Bourgeoisie goes against the construction of the Russia DemocracyRussian Bureaucrat Bourgeoisie is transformed from the Soviet Bureaucrat Class.
