电子货币对货币政策的影响及其应对措施.docVIP

摘 要 电子货币的产生是继贵金属货币和纸币之后，货币历史上的第三次革命。电子货币取代传统的银行券和硬币作为主要的交易和支付工具已经成为一种不可逆转的世界性发展趋势。电子货币除了具有货币的一般属性外，还具有其自身从发行到流通这一过程中的一些特有属性。正是这些特有的属性使得电子货币对中央银行货币发行权、货币政策的实施、中央银行的金融监管几方面产生不同程度的影响。 本文一共分为三部分，第一部分论述了电子货币的定义、功能、作用、主要特性以及电子货币在国内外的发展概况，从整体上对电子货币进行界定。第二部分分别从货币供给、货币政策工具、货币政策效应以及货币政策中介目标等四个方面详细分析了电子货币对货币政策的影响。第三部分是结论部分，在以上分析的基础上就电子货币对货币政策所产生的一系列影响提出一些具体的对策和建议。 【关键词】电子货币 中央银行 货币政策 影响 Abstract The introduction of electronic currency is the third revolution in the history of currency followed by precious metal currency and paper currency. It has been an irreversible trend throughout the world that electronic currency is taking place of traditional bank notes and coins as a major tool of transaction and payment. Apart from the common characteristics of currency, electronic currency enjoys some specific features during the process from issuing to circulation. It is these specific features that make it possible for e-currency to exert influence upon the issuing rights of central bank, the implementation of monetary policy, and the monetary policy of central bank to a very different extent. The article consists of three chapters. Chapter one is an introduction to electronic money, describing the definition, function, intention, characteristics and development at home and abroad. Chapter two analyses the challenges of e-currency on the effectiveness of monetary policy. The analysis is carried out in the following fields: currency supply, monetary policy instruments, medium objectives of monetary policy and monetary effect.
