南昌市建设国家级服务外包基地的条件分析.docVIP

摘 要 作为中部地区城市的南昌在吸引服务外包业的投资方面，有着一定的优势，但有更多的不足。为使服务外包业成为吸引外资的新增长点，成为推动对外开放的新动力。必须选择适合南昌的最佳路径，并采取相应的对策。 本文首先介绍了世界和中国的服务外包发展现状。目前世界和中国的服务贸易均有迅猛的发展，但是中国的起点低，结构不合理，正面临着诸多问题。其次为促进中国服务外包的发展。2006年国家商务部、信息产业部、科技部等部委启动了“千百十工程”，目前已经确立了11个国家级服务外包基地。第三部分从东部，中部，西部三个区域对这些基地的发展现状做了简要的介绍。第四部分阐述了南昌服务外包发展的现状，在此基础上第五部分针对国家确立国家级服务外包基地的要求做了一一对应的条件分析。最后在第六部分提出了对策和建议：制定服务外包产业发展规划，培育认定服务外包示范区；制订发展服务外包的鼓励政策；加强对服务业人才的培养等。 [关键词] 南昌 服务外包 国家级服务外包基地 服务贸易 Abstract As a central area city, Nanchang has certain advantages in the outsourcing services industry to attract investment. On the other hand, it has more deficiencies. Outsourcing of services for the industry to attract foreign investment into the new growth point has become the new impetus for the outside world. Nanchang must choose the best path, and take corresponding countermeasures. This paper first introduces the outsourcing status of both China and the world. Outsourcing services of China and the world is developing rapidly. But China has low starting point and irrational structure. In order to promote the development of outsourcing services, in 2006, the Ministry of Commerce, the Ministry of Information Industry, The Ministry of Science and Technology and other ministries initiated a project and has now established 11 national service outsourcing bases. The third part makes a brief introduction of the development of these bases status. The fourth expounds Nanchang services outsourcing development status. On this basis, the fifth part makes an analysis correspond to the conditions of the state to establish national outsourcing services bases.
