要 企业资源计划（ERP）是起源西方工业生产实践的一种先进管理思想与管理模 式。过去在我国实施对象主要是大型企业，随着应用的不断成熟，目前已拓展到 中小型企业。然而无论是大型企业还是中小型企业，ERP 项目失败率都很高，其中 一个很重要的原因就是没有选择合适的软件及合作伙伴，广大中小企业迫切需要 一套系统的ERP 选型理 和科学的决策方法。 本文认为 ERP 应用是一项系统工程，涉及到企业、产品、供应商、服务商以 及第三方咨询等许多方面。要科学合理选型，企业必须要做到知己知彼，综合考 虑各方面因素并运用科学方法做出决策。论文分析了中小企业的ERP 产品及特点， 阐述了企业选型时如何明确自身需求，考察产品及合作伙伴，确定了选型时用以 评估 ERP 产品及服务的指标，建立了基于层次分析法和德尔菲法的实用ERP 系统 选型决策模型。论文以华南摩托的 ERP 选型作为典型案例进行了分析，最后就提 高我国中小企业ERP 应用水平提出了一些建议。 关键词：中小企业 ERP 系统选型 层次分析法 德尔菲法 1 Abstract ERP is an advanced idea of management, which is originated from the practices of industrial production in western countries. It used to be implemented by large-sized enterprises in our country, but now it is also implemented by medium-and-small-sized enterprises. However, in all the enterprises which implement ERP, the program has got many deficiencies. One of the main reasons is that the enterprises did not use an appropriate software or partner. Many medium-and-small-sized enterprises are in desperate need of systematic ERP selection theory and scientific decision-making method. This article explains that implementation of ERP is a systematic project, concerning many fields such as enterprises, products, suppliers, services and third-party consultation. To apply ERP scientifically, the enterprise should know the situation, consider all possibilities and make decisions in scientific ways. The article analyses ERP products oriented to medium-and-small-sized enterprises and their characteristics, expounds how the enterprises review the products as well as partners according to their need in selecting ERP, ensures evaluating indices of ERP products and services, and establishes an practical and systematic decision-
