Executive Summary Industry Transfer is an important form of economic cooperation between different regions. It is a practical step of developed countries and regions to expand space for development and to achieve upgrading of industries and sustainable economic development; while it is also a strong driving force for less developed countries and regions to accelerate the process of industrialization and to achieve leap-forward development. This paper summarizes the experiences of how Heyuan city receive the Industry Transfer from the Pearl River Delta Region, analyzes existing problems, and offers suggestions for how Heyuan can better undertake the Industry Transfer in the future. The paper is divided into four parts. The first section is Introduction, which describes the research background, domestic and international theories on Industry Transfer and research methods of this paper. This parts points out that an urgent strategic task for the less developed regions is to analyze the comparative advantages of mountainous cities and to select appropriate investments in the process of receiving manufacturing industries and other industries gradually transferred from the Pearl River Delta Region. It is important to combine the selection of investments with adjustment and upgrading of local industrial structure in order to promote sound and rapid development of the local economy. The second section is on Current Status of Industry Transfer in Guangdong Province. This section uses a lot of data to describe the gap in development between the four regions in Guangdong: the Pearl River Delta region, the eastern region, the western region and the northern mountainous area.
